RAdm Mevlüt Savaş BİLİCAN was born in ARDAHAN and joined the Turkish Navy in 1997 by graduating from Turkish Naval Academy.
His seagoing career has been primarily spent in frigates, serving as Electrical Officer, Damage Control Officer, Navigation Officer, Principle Warfare Officer and XO in YAVUZ-Class (MEKO-Class) frigates, TCG TURGUTREİS, TCG YILDIRIM and TCG FATIH. He has been fortunate to command TCG TURGUTREIS between 2016 and 2018.
During assignments ashore, Rear Admiral BİLİCAN has served in Turkish Navy HQ in Ankara, working as Personnel Planning officer between 2002-2006 and in Turkish Fleet Command HQ as Current Operations Section Head between 2014-2016. In 2018, he was assigned to SHAPE HQ as Command and Control Operations Requirement Development Section Head in Mons/BELGIUM where he served until 2021. Following this assignment, RAdm BİLİCAN was promoted to Rear Admiral (LH) rank as of 30th of August, 2021 and assigned as the Head of Greece-Cyprus and Maritime-Aviation Division in the TGS HQ. Following this assignment, RAdm BİLİCAN is assigned as Vice-Rector of National Defence University in August, 2022 where he still serves.
RAdm BİLİCAN has attended Turkish War College between 2006 and 2008 in İstanbul. He is also a graduate of Turkish Armed Forces Advanced Management and Administration College (2014). He holds both a master’s degree in Operations Research from Rutgers University in 2002 and PhD degree in Industrial Engineering from İstanbul Technical University in 2021.
RAdm BİLİCAN is married and has 1 son and 1 daughter. He has good command of English.
